Zusammenfassung:	PROBLEM TO BE SOLVED: To enable electric output to quickly change by controlling flow amount of turbine extraction. SOLUTION: An apparatus includes: a normal electric output control means 16 that controls the electric output at normal times; an electric output control means 18 in adjusting steam extraction that controls the electric output in adjusting the steam extraction; a normal boiler pressure control means 15 that controls boiler pressure at normal times; a boiler pressure control means 17 in adjusting steam extraction that controls the boiler pressure in adjusting the steam extraction; a steam extraction adjustment decision means 20 that determines whether there is a steam adjustment instruction signal; and switching means 19a-19d that obtains the steam adjustment instruction signal, and switch the normal electric output control means 16 and the normal boiler pressure control means 15 into the electric output control means 18 in adjusting steam extraction and the boiler pressure control means 17 in adjusting steam extraction.
