The hydrolyzable alkoxysilane or a partially hydrolyzed condensate thereof is contained in an amount corresponding to 20-100 mass% of a solid content of the polyol resin. The organic acid is contained in an amount corresponding to 0.1-2.5 mass% against a solid content of a resin component representing the total of the polyol resin and the hydrolyzable alkoxysilane or a partially hydrolyzed condensate thereof.
