Zusammenfassung:PROBLEM TO BE SOLVED: To evade excessive regulations by effectively utilizing the network resources of a C (Control)-plane and a U (User)-plane. SOLUTION: When a calling regulation session control device present on the C-plane receives a new connection request, number-of-calls density control is performed with the number of calls distributed from a traffic distribution calculation device as an upper limit, a free number-of-calls resource is consumed to communicate, and whether there is the band resource of the U-plane is inquired to a band management control device. As a result, when a usable band resource cannot be secured, regulation encounter is notified to the calling regulation session control device, and the calling regulation session control device recovers the resource consumed by a new connection request which has encountered regulations. The processing is repeated until both of the number-of-calls density control and control by RACS are communicated within the same short time of the number-of-calls density control.
