SOLUTION: A heating working fluid reservoir 13 is connected to a working fluid heating part 11 via a heating working fluid rising pipe 12, and a heating working fluid heat release part 15 is connected to the heating working fluid reservoir 13 via a heating working fluid descending pipe 14. A heat release working fluid reservoir 17 installed at the same height as that of the heating working fluid reservoir 13 is connected to the heating working fluid heat release part 15 via a heat release working fluid rising pipe 16. One side of the heat release working fluid reservoir 17 is connected to the working fluid heating part 11 via a heat release working fluid descending pipe 18 and the other side is connected to the heating working fluid reservoir 13 via a steam pipe 19.
