The non- or slightly-caking coal to be modified has 0.85-1.6 mean reflectance (Ro) showing the degree of coalification, ≤10 ddpm maximum fluidity (MF) showing the fluidity and >50% ratio of the total of an active component and the component deemed to be the active component in a half inactive component, which is obtained by a measurement method based on maceral analysis of coal.
