STREAM DATA TRANSMISSION DEVICE AND METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a technology by which quality of video and voice that are viewed and listened at a reception side via a network can be controlled at a transmission side so as to obtain a desired quality. SOLUTION: A data combination unit 140 of a distribution server 100 repeats a generation operation in which encoded data stored in a video data storage unit 110 is read, a TS packet is generated, and a dummy packet generated by a dummy data generation unit 130 is added to the TS packet including this encoded data to generate one IP packet. A data distribution unit 150 sends the generated IP packet to a network 200 at an output rate that is made faster according to addition of the dummy packet than an output rate of the IP packet that is determined from an encoding rate of video data.
