SOLUTION: An earth retaining wall structure 10 is provided with a soil-cement column row wall 20 arranged along the circumference of the underground building frame 25 of a building, a waterproof sheet 21 arranged along the face of the soil-cement column row wall 20 at the underground building frame 25 side and a vibration-proof material 23 arranged along the soil-cement column row wall 20 between the underground building frame 25 and the soil-cement column row wall 20, and the vibration-proof material 23 is fixed on the surface of a PC panel 24.
