SOLUTION: The seaweed establishment base for seaweed banks is composed of the porous sintered compact produced by the method including: a step of mixing together 10-27 wt.% of a pulverized product of one or more of pottery, insulator, firebrick, and natural igneous rock, having a particle size of not less than 5 μm and less than 300 μm, 63-70 wt.% of the pulverized product having a particle size of 300-1,000 μm, and 10-20 wt.% of natural glassy mineral having a particle size of 50 μm or less to each other; a step of adding a predetermined amount of moisture and organic binder, and kneading the mixture; a step of molding the kneaded product into a predetermined shape; then, a step of sprinkling ceramic particles which are formed in a predetermined size not exceeding 300 μm on the whole surface of the kneaded product to cover, while the organic binder is still in a wet state to keep adhesiveness; and a step of drying and the kneaded product, on the whole surface of which the ceramic particles have been sprinkled, and baking the dried kneaded product at 1,000-1,500°C.
