SOLUTION: Each of a frame image with which fields are combined for an input image and a field image in which a field is divided by a field division section 10, is subjected to low-pass filtering in a vertical direction by a low-pass filter processing section 141, and a coding mode is selected from error information such as PSNR between video before filtering and video after filtering, without motion detection.
