SOLUTION: A circuit substrate at least includes a thermoplastic liquid crystal polymer film 11 which forms a melt phase of an optical anisotropy, a circuit layer 12 formed on one side of the thermoplastic liquid crystal polymer film 11, and a light reflective layer 13 thermally compressed and bonded onto the other side of the thermoplastic liquid crystal polymer film 11.
