DOCUMENT MANAGEMENT SYSTEM, DOCUMENT OPERATION DEVICE AND PROGRAM

PROBLEM TO BE SOLVED: To provide a document operation apparatus incapable of communication with a policy management apparatus, which controls user operation to a paper document according to a security policy of the policy management apparatus. SOLUTION: A unique secret key and a public key are assigned to each policy included in the policy management apparatus 10. A ticket issue apparatus 14 writes ticket information corresponding to the secret key of a policy related to a user in the policy management apparatus 10 and an operation condition corresponding to the policy, in association with the public key in a token 210 of the user. A printer apparatus 12 embeds the public key of the policy corresponding to a document in a printed paper document 220. When the user sets the paper document 220 and the token 210, and instructs operation to the paper document 220, the document operation apparatus 100 reads out the public key of the paper document 220, sends the public key, operation contents and a random number to the token 210.
