Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a control device which can control the permission/inhibition of an operation of a vehicle navigation device while traveling, by properly determining whether the person operating the vehicle navigation device is the driver of the vehicle or not. SOLUTION: The control device 1 for performing the control of the vehicle navigation device 300 includes a pulse sensor 100 for detecting biological information of the driver of the vehicle, a pulse sensor 110 for detecting the biological information of the operator of a navigation operation part 310 for operating the vehicle navigation device 300, a determination part 120 for determining whether the biological information detected by the pulse sensor 100 and the biological information detected by the pulse sensor 110 coincide or not, and a control part 130 for controlling the permission/inhibition of the operation of the vehicle navigation device 300 by the navigation operation part 310 based on the result of the determination by the determination part 120.
