Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a surface treatment method and a surface treatment device of a metal member where cleaning capacity to deposits on the surface of a metal is sufficiently high, even if the same is exhausted to the environment such as the air, the environment is not contaminated, and large-sized equipment is not required. SOLUTION: Heated and pressurized water is jetted from a self-generation two fluids nozzle 101 to the surface of a metal strip 1a, and the heated and pressurized water is boiled under ordinary pressure so as to generate gas-liquid two fluids (self-generation two fluids), thus an oily substance on the surface of the metal strip 1a is removed.
