Zusammenfassung:PROBLEM TO BE SOLVED: To provide a device and a program for determining data analysis order capable of effectively analyzing the abnormalities of an artificial satellite. SOLUTION: An accumulated data collection part 22 obtains data accumulated in an artificial satellite 200, and an event collection part 30 obtains the information of events occurring during the collection of the accumulated data. An abnormality detection rate calculation part 244 of an accumulated data abnormality monitor part 24 calculates the abnormality detection rate for every type of event in the artificial satellite 200 when events occurred in the past. An order determination part 246 determines the analysis order of the accumulated data based on the abnormality detection rate, and a data analysis part 242 analyzes the accumulated data according to the order.
