Zusammenfassung:	PROBLEM TO BE SOLVED: To easily estimate video quality with high accuracy by considering content dependency and codec implementation dependency of video quality. SOLUTION: Based on a bit rate extracted from encoded video data of received video, average video quality corresponding to the bit rate is calculated by an average video quality calculation section 14; based on the bit rate and a video signal S of the received video, differential video quality representing a difference between the average video quality and the video quality of the received video is calculated by a differential video quality calculation section 15; video quality is calculated by a video quality calculation section 16 by correcting the average video quality with the differential video quality; and differential video quality is calculated based on a content influence rate, a differential global motion amount and a differential local motion amount in a differential video quality calculation section 15.
