PROBLEM TO BE SOLVED: To provide a network system capable of causing suppression effects, with respect to unexpected use of terminal devices. SOLUTION: In a system where a game terminal 3 and a server 5 are connected via a network, a storage device 21 of the server 5 is made to store a code database, in which a region code for identifying the installation region of the game terminal 3 and an IP address 15 uniquely assigned to the game terminal 3 and a soft identification code 16 assigned to a program 14 for a game of the game terminal 3 are associated with each other, and the IP address 15 and the soft identification code 16 are transmitted from the game terminal 3 to the server 5; and agreement or disagreement of the region codes corresponding to both of them is determined by the server 5, and the determination result is transmitted to the game terminal 3. In the game terminal 3, when the determination result disagrees, the operation of the game terminal 3 is more restricted than the case where the determination result agrees.
