Zusammenfassung:PROBLEM TO BE SOLVED: To provide a dust inhibitor and a dust prevention method using the inhibitor which has a high dust preventing effect as the sprayed dust inhibitor sufficiently permeates from a surface of a deposit such as ore, coal, soil and sand into the inner part of the deposit, which can sufficiently develop an inherent effect of binding a fine powder, the effect possessed by a polymer substance even when not only a synthetic polymer but a general-purpose synthetic polymer is used, which can reduce a cost and which has a wide range of deposits to which the inhibitor is applicable. SOLUTION: The dust inhibitor comprises a mixture of at least one compound selected from water-soluble or water-dispersible polymers (A) (a) to (d) described below and at least one kind selected from surfactants having a HLB (hydrophile-lipophile balance) of 7 to 15. The water-soluble or water-dispersible polymers (A) are: (a) (co)polymers containing an acrylamide structural unit; (b) (co)polymers containing a vinyl acetate structural unit; (c) (co)polymers containing a vinylalcohol structural unit; and (d) (co)polymers containing a N-vinylformamide structural unit.
