PROBLEM TO BE SOLVED: To provide an image processing apparatus for suppressing an arithmetic operation quantity while improving the quality of a video by effectively applying a filter such as a filter or a Bilateral filter. SOLUTION: A texture featured value calculation part 110 calculates a texture featured value showing complexity of an image for each block on the basis of image data. A texture determination part 120 determines the necessity of reconfiguring a filter by a filter or the like on the basis of the texture featured value about each block. In this case, when the texture featured value does not exceed a threshold, that is, when the video of the processing object block is monotonous, normal filtering is performed by a filter 130, and when the texture featured value exceeds the threshold, that is, when the video of the processing object block is complex, processing of reconfiguring the filter is executed by the filter or the like.
