SOLUTION: The toner supply roll 10 includes a conductive shaft 11 and a non-conductive foamed elastic layer 12 provided on the circumference of the shaft 11. A conductive layer 13, which contains a conductive agent and whose thickness is 0.5 to 1.5 mm, is provided at the circumference and end of the foamed elastic layer 12, and the average open cell diameter of the surface of the toner supply roll is 100 to 800 μm.
