SOLUTION: The output of a hydraulic pump 2a when the working machine is in revolution is controlled. First a revolution manipulated variable PHconcerning the revolution motion is detected by a revolution manipulated variable detecting means 11, and the increment per unit time of the revolution manipulated variable PHis limited by a rise limiting means 13, and is used as a limit revolution manipulated variable F. Further the output of the hydraulic pump 2a is controlled to the magnitude depending on the limit revolution manipulated variable F by using a pump output controlling means 12.
