PROBLEM TO BE SOLVED: To surely hold sheets by cutting them in a holding state.SOLUTION: A sheets issuing device 1 includes a conveying part 20 unwinding a long recording paper Pa from one end side to convey toward an issuing port 201 along a conveying passage; a printer 30 arranged on the conveying passage to print predetermined data at a tip end part of the recording paper Pa during conveyance; a cutter 40 arranged on the conveying passage and on the down stream side of the printer 30 and cutting the recording paper Pa across the full width to form sheets Ps; a holding part 50 arranged on the conveying passage and on the down stream side of the cutter 40 to hold the sheets Ps after cutting by both faces; and a control part 60 driving the cutter 40 in a holding state in which the recording paper Pa is held by the holding part 50.
