PROBLEM TO BE SOLVED: To provide a welding device securing a necessary welding strength while a horn structure is simplified, and to provide a device for manufacturing a package and a method for manufacturing the package.SOLUTION: The welding device 1 includes the horn 2 and an anvil 5. The welding of an item Fj to be welded is conducted so as to contain one welding line extending linearly on a small film piece Fp and a non-parallel welding line composed of two welding lines getting broader as they extend distantly from the one welding line. An oscillation surface 2F of the horn 2 includes one surface 2a having a shape corresponding to the one welding line and a circumferential surface 2b having a shape corresponding to the non-parallel welding line and having a broader surface than the non-parallel welding line. A groove 2g is formed between the one surface 2a and the circumferential surface 2b. A receiving surface 5F of the anvil 5 contains a non-parallel surface 5b having a shape corresponding to the non-parallel welding line and a central surface 5a having a shape corresponding to the one welding line and having a broader surface than the one welding line. The device for manufacturing the package includes the welding device 1, a tube film forming device, a feeding device and a ligating device to manufacture the package.
