The control device includes: a charging and discharging power computing unit 21 that detects the electrical quantity of the energy storage device 51; a system contribution calculation unit 14 that calculates a second charging and discharging command value P' based on a first charging and discharging command value Pand a first system contribution desired value Pexternally input and calculates a first system contribution value indicating a contribution to the power system based on the electrical quantity detected by the charging and discharging power computing unit 21, the first charging and discharging command value P, and the first system contribution desired value P; an integrator 6 that integrates the first system contribution value calculated by the system contribution calculation unit 14 to calculate a system contribution index S; and a charging and discharging command computing unit 22 that controls charging and discharging of the energy storage device 51 based on the second charging and discharging command value P' calculated by the system contribution calculation unit 14.
