PROBLEM TO BE SOLVED: To make compatible the remote operation of the power of connected terminal devices, and the reduction of wasteful power consumption.SOLUTION: A plurality of the terminal devices and a control device for controlling the terminal devices are connected with ports 11-1 to 11-4, respectively. A data frame exchange processing part 20 exchanges data frames among the ports 11-1 to 11-4. A control part 30 determines whether the data frame which is received by one of the ports 11-1 to 11-4 connected with the control device is a specific terminal start frame indicating start instructions of the terminal devices or not. When it is determined that the received data frame is the terminal start frame, one of the ports 11-1 to 11-4 which is connected with the terminal device and whose link is in a link-down state is turned into a link-up state, and then transmits the terminal start frame.
