Zusammenfassung:PROBLEM TO BE SOLVED: To provide a cold recovery device in which a pipe for heat exchange is laid under a snow ice lump and which protects the pipe against the weight of the snow ice lump and a load applied from a heavy machine thereto during a snow ice stacking operation because a conventional submerged snow ice cooling device cannot cope with a high cold load as compared with the size of the flat surface of a cold water tank since an unplanned water channel is formed so that circulation water is bypassed while avoiding the snow ice lump, thus deteriorating heat exchanging efficiency, and only the snow ice lump at the upstream side is molted so as to precede since a temperature of the circulation water is high at the upstream side in the cold water tank.SOLUTION: The dual cold water tank 8 having a permeable pavement 6 on the surface is installed under the stacked snow ice stored indoors and outdoors. Heat exchange is performed between the cold water generated from the snow ice and a circulation fluid in the pipe by the pipe 18 laid under the paved surface to obtain cold heat from the snow ice lump, and the cold heat is supplied to a cold consumer 4. The permeable paved surface serves as a filter for impurities contained in the snow ice, and protects the pipe 18.
