Zusammenfassung:	PROBLEM TO BE SOLVED: To effectively discharge a foreign matter such as muddy water to outside a device. SOLUTION: The device includes a flywheel 5, a clutch plate 20 having a friction member 26, a spline hub 22 engageable with a transmission axle, a torsion spring 23 elastically connecting the clutch plate 20 and the spline hub 22, and a transmission torque limiting part 7. The flywheel 5 has a friction connecting surface 14b, and has a plurality of through-holes 16 formed on the inner periphery side of the friction connecting surface 14b in a way that an engine side cannot be seen from the friction connection surface side as viewed in the axial direction. The transmission torque limiting part 7 sandwiches the friction member 26 of the clutch plate 20 between the friction connecting surface 14b of the flywheel 5 and itself so as to limit a torque transmitted from the flywheel 5 to the transmission axle.
