PROBLEM TO BE SOLVED: To improve decoding characteristics by distributing a dummy bit position after interleaving. SOLUTION: In a transmission apparatus in a communication system, an information bit in which dummy bit is inserted, is organizing-coded, an organization code obtained by deleting the dummy bit is transmitted and at a receiving side, and the dummy bit deleted at a transmitting side is inserted into the received organization code and decoded. The position to insert the dummy bit into the information bit, prior to interleaving, is controlled so as to distribute the dummy bit position after interleaving, based on an interleave pattern of an interleaver in a turbo coder.
