PROBLEM TO BE SOLVED: To suppress downlink radio resource efficiency reduction caused by retransmission while giving a retransmission opportunity to all terminals to be notified of a retransmission request. SOLUTION: An arrangement section 114 provides a retransmission time slot for each predetermined cycle and multiply and collectively arranges NACK-fed-back data blocks in the retransmission time slot. Thus, for all NACK fed-back terminals, namely, in an example of Fig.3, retransmission can be guaranteed for UE#2-UE#4. Furthermore, the retransmission data blocks are arranged while being multiplexed in one time slot, thereby reducing a downlink radio resource frequency efficiency loss caused by retransmission.
