CONGESTION SITUATION DETECTING DEVICE, METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To objectively recognize a congestion situation by automatically detecting it from an image captured by a camera. SOLUTION: A brief background creating means 101 generates the brief background image from the captured image of a plurality of the frames truncated so that a person of moving subject does not overlap in a position in the frames, and a background creating means 102 generates the background image from the brief background image of a plurality of the frames truncated so that the person of the remaining subject does not overlap in the position in the frames. A foreground extraction means 104 generates the foreground image from the difference of the captured image and the background image, a moving person extraction means 103 generates the moving person extraction image in which the moving person is extracted from the difference of the captured image and the brief background image, and a remaining person extraction means 105 generates the remaining person extraction image from the difference of the background image and the brief background image in which the remaining person is extracted. The congestion situation detecting means detects the congestion situation of the range captured by the camera 200 based on the described generated image input from each of the described means, respectively.
