COMMUNICATION SYSTEM AND METHOD

PROBLEM TO BE SOLVED: To control a traffic by limiting terminals capable of contacting with suffered persons and to inhibit a network congestion. SOLUTION: A communication system for inhibiting the network congestion generated when a large-scale disaster or a large-scale event occurs, includes: an area setting section for setting an area where the large-scale disaster or the large-scale event occurs; a communication device specification section for specifying communication device located in the set area; a representative communication device setting section for setting representative communication device which is located in other than the set area and performs communication instead of the communication device predetermined by the communication device specification section; and a transfer section for transferring to the representative communication device a call from the communication device located in other than the set area to the communication device predetermined by the communication device specification section.
