SOLUTION: The heater unit consists of: a substrate 11; a cord-like heater 1 disposed on the substrate 11 in a predetermined pattern shape; and an adhesive layer 51 provided on the surface of the substrate 11. The adhesive layer 51 has flame retardancy that passes the burning test of automotive inner layer material of FMVSS No. 302. The adhesive layer 51 is composed of only an adhesive.
