Zusammenfassung:	PROBLEM TO BE SOLVED: To reduce such an error that processing performed to a card on a card conveying path is performed to a card held over by a user even if an IC reader/writer is provided so as to be capable of communicating with the card on the card conveying path and the card held over by the user. SOLUTION: When the presence or absence of a card in a communication range of the IC reader/writer 11 is detected, the IC reader/writer 11 discriminates whether the card is the card C1 on the conveying path or the card C2 held over by the user.
