Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a rigid polyurethane foam that reduces a load to environment, has a low density, and is excellent in flame retardancy and dimensional stability. SOLUTION: The rigid polyurethane foam is obtained by foaming a formulation liquid containing (A) a polyisocyanate component, (B) a polyol component, (C) water, (D) a catalyst, and (E) a foam stabilizer. At least 5 mass% or more of a soft or semihard polymer polyol is contained as the polyol component in the formulation liquid. A content of the water is 10-13 pts.mass based on 100 pts.mass of the polyol component. As the foam stabilizer, (E-1) a branched polyether-modified silicone and (E-2) a pendant-type polyether-modified silicone represented by formula (I) are included, wherein m is an integer of 1-20, n is an integer of 1-10, and a is an integer of 10-50.
