PROBLEM TO BE SOLVED: To provide such a technology that can combine an attached file separated from an electronic mail for the reduction of delivery volume with the electronic mail by an appropriate relay device. SOLUTION: A mail reception section 101 receives text data of the electronic mail and data indicating a storage place of an attached file separated from the electronic mail, and a mail destination determination section 102 determines that the received electronic mail is delivered to another relay device. According to the communication result with a relay device at the delivery destination an attached file processing determination section 105 determines whether acquisition of the separated attached file and combination with the mail text can be executed. A mail delivery processing section 103 acquires the attached file from the storage place when determining that the relay device at the delivery destination cannot execute the acquisition of the separated attached file and the combination with the mail text, and then combines the acquired attached file with the mail text and transmits the electronic mail to the relay device at the delivery destination.
