PROBLEM TO BE SOLVED: To distribute an upgraded tool in a tool management system to an appropriate user. SOLUTION: The tool provision part 31 of a tool provision center 3 registers association information of an improvement request received from a tool management server 1 and use type in a tool provision DB30, and when receiving the input of a changed tool and the change point, a change point management part 32 receives association information of the input change point and the improvement request registered in the tool provision DB 30, and registers it in a tool provision DB 30, and the tool provision DB 31 specifies the use type as the transmission origin of the improvement request corresponding to the change point of the changed tool by referring to the tool provision DB 30, and distributes the tool management server 1 of the use type as the distribution destination of the changed tool.
