Zusammenfassung:PROBLEM TO BE SOLVED: To provide an optical member composed of a polyvinyl alcohol resin film, which is subjected to cross-linking treatment so as to have a low deformation shrinkage ratio, even at a high temperature and has high optical characteristics, and to provide a manufacturing method thereof, and a liquid crystal device using the optical member. SOLUTION: The optical member 11 is composed of a polyvinyl alcohol resin cross-linked and fixed by using a boron, wherein the ratio of a peak intensity height I(OH) derived from stretching vibrations of an OH group, coupled to carbon of a main chain at a wavenumber of about 3,322 cm-1to a peak intensity height I(CH2) derived from stretching vibrations of a CH2group, in a carbon chain of the main chain at a wavenumber of about 2,914 cm-1in an infrared absorption spectrum is ≤1.05.
