PROBLEM TO BE SOLVED: To prevent an influence of a disaster by using an emergency flash. SOLUTION: In this communication device A, disaster scenarios each used for identifying the situation of a disaster and behavior information representing a behavior which a communication device B should be carried out in data transmission when a disaster occurs are stored in a storage part 120 by being related to each other in advance, an emergency flash reception part 110 receives an emergency flash that predicts the disaster from an external notification means; an extraction part 130 identifies a disaster scenario based on the emergency flash and extracts behavior information related to the identified disaster scenario from the storage part 120; and a transmission part 140 transmits the extracted behavior information to the communication device B. In the communication device B, a behavior information reception part 150 receives the behavior information from the communication device A, and a data transmission control part 160 controls the data transmission of the communication device B based on the behavior information.
