Zusammenfassung: | PROBLEM TO BE SOLVED: To provide a charging member capable of stably maintaining electric resistance approximately uniformly for a long period of time without using a dopant such as antimony having a large environmental load. SOLUTION: The charging member is composed of a conductive support (a), a conductive elastic layer (b) formed on the support, and at least one layer of coating layer formed outside the conductive elastic layer, and is characterized in that: the coating layer (c) at the outermost surface contains a resin and conductive particles; the resin is obtained by reacting a polyol with an isocyanate; the conductive particles are conductive tin oxide particles containing phosphorus and contains 1.3 to 6.6 mass% of phosphorus in terms of P2O5with respect to 100 mass% of tin oxide particles in terms of SnO2; and the electric resistance of the charging member ranges from 1×104to 1×108Ω in an environment at 15 to 30°C and 10 to 80% relative humidity.
