A control unit 30 calculates, on the basis of the measured optical intensity and fluid quantity, the amount of concentrated treatment fluid that needs to be added to bring the concentration and quantity of the treatment fluid in the padding tank to prescribed levels. The control unit then adds concentrated treatment fluid T from a refill tank 17 to a preparation tank 15 and prepares refill processing fluid ST, which is then supplied to the padding tank 1.
