Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steering wheel of a vehicle and a manufacturing method of the steering wheel having a desired shape while achieving reduction of the manufacturing cost and improvement of manufacturing efficiency. SOLUTION: In a process for forming a first steering wheel, a thickness of an offset part resin layer on a radial outer side of an offset part 31 is set to be thicker than a thickness of an arc part resin layer on a radial outer side of an arc part 30, and in a process for forming a second steering wheel 10, the thickness D3 of the offset part resin layer 52 on the radial outer side of the offset part 31 is set to be thinner than the thickness of the arc part resin layer 50 on the radial outer side of the arc part 30.
