Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a creating device and method for achieving view lighting even when a building is situated in any conditions. SOLUTION: A light-shielding curtain or blind is used as an irradiated object 1 in a window atmosphere of a light etc. using a building window 2. The creating device includes an irradiated object 1 such as a light-shielding curtain or blind, and an irradiating device 3 to be installed between the irradiated object 1 and the window 2. The irradiating device 3 utilizes LED lighting for creating various lighting tones with one lighting fixture and utilizes an image display such as a projector for creating images. In addition, software is used for inputting a program into the irradiating device 3 to create not only colors but also different shapes or voices, or the irradiation device 3 is automatically controlled to be moved for creating them in various modes. The creating method is provided for allowing a light reflected through the window 2 on the irradiated object 1 such as the curtain or blind to be viewed from the outside of the building.
