Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a vehicle controller enabling the system configuration and contents of communication data of the smart entry system and the like of a conventional vehicle to be diverted without installing a device for reading the information in an IC chip on the vehicle side. SOLUTION: This vehicle controller includes a portable machine 1 capable of reading the information in the IC chip of an IC driver's license 5 and the like and a control unit 3 for controlling a vehicle 2 based on the information in the portable machine 1. When it is determined that a regular IC driver's license 5 is inserted through the communication between the portable machine 1 and the IC chip, any data in the IC chip is transmitted from the portable machine 1 to the control unit 3.
