SOLUTION: The toilet seat heating device includes a toilet seat having a seat surface; a toilet lid for covering the seat surface; a heating part for heating the seat surface; a toilet lid driving device for opening the toilet lid; a control part capable of executing a first mode for opening the toilet lid by increasing the quantity of electricity fed to the heating part if determines that it is necessary to open the toilet lid and driving the toilet lid driving device after the temperature of the seat surface approaches a first temperature, and a second mode for opening the toilet lid by driving the toilet lid driving device if determines that it is necessary to open the toilet lid even if the temperature of the seat surface is not approximate to the first temperature; and a selecting means for selecting either the first mode or second mode.
