Zusammenfassung:PROBLEM TO BE SOLVED: To easily implement marking processing at a terminal or at a node from any other communication entrepreneur. SOLUTION: An IP address application server 20 applies either an IP address indicating that packet transmission/reception is preferential or an IP address indicating that packet transmission/reception is non-preferential to subscriber terminals 10, 11 (or a BB router 32). The terminals 10, 11 (or the BB router 32) count the quantity of transmission packets and determines, based on the transmission packet quantity, whether packet transmission is preferential or non-preferential. If the packet transmission is non-preferential, non-preferential marking is performed on the transmission packets. If the packet transmission is preferential, on the other hand, preferential marking or non-preferential marking is performed while referring to an IP address that a transmission destination terminal acquires from the IP address application server 20.
