Zusammenfassung:PROBLEM TO BE SOLVED: To reduce a processing load and to improve service performance. SOLUTION: A station data management unit 11a manages call processing station data D1 as a list wherein identification numbers of call processing units 12-1 to 12-n and address codes describing all bits of codes set in a masked range and codes set in an unmasked range are associated with each other. A signal termination unit 11, upon receipt of a signal, extracts a code of the non-masked range of the address code having a wild card, and recognizes the call processing unit number corresponding to the extracted code of the non-masked range by referring to the call processing station data D1, and transmits, to the call processing unit having the recognized call processing unit number, the address code describing all the bits of the code set in the masked range and the code set in the non-masked range.
