Zusammenfassung:PROBLEM TO BE SOLVED: To expand a balance adjusting range of both positive-negative ions generated from the needle tip of a discharge needle. SOLUTION: High voltage from a high voltage generating circuit 1 is divided in resistance by a resistance dividing circuit 21, and in a period when impressing positive high voltage on the discharge needle 3 at a divided midpoint (a), electric charge is accumulated in a capacitor C1, and when the high voltage generating circuit 1 stops operation, the accumulated electric charge of the capacitor C1 is discharged in reverse polarity, and is divided in the resistance by the resistance dividing circuit 21, and negative high voltage is impressed on the discharge needle 3 at the divided midpoint (a).
