Zusammenfassung:PROBLEM TO BE SOLVED: To provide a fixing device which can be quickly started by raising a temperature of a heating part of the fixing device to a fixable temperature using auxiliary power, and to provide an image forming apparatus and a program. SOLUTION: The fixing device includes: an IH heater 110 which is heated by a high frequency power supply 114 for an IH heater; and a resistance heater 112 which is heated by a power supply 118 for a resistance heater, and sets a power supply time to the resistance heater 112 based on a temperature in a housing of the fixing device 100 and an elapsed time from the stop of power supply to the IH heater 110.
