Zusammenfassung:	PROBLEM TO BE SOLVED: To solve such problems that strong acidity is required for obtaining a stable dispersion liquid because the isoelectric point of metatitanic acid particles exists around pH 6, handling is troublesome and meanwhile a dispersion liquid having weak acidity to weak alkalinity and being easily handled has not been obtained. SOLUTION: The dispersion liquid of the metatitanic acid particles comprising the metatitanic acid particles, an ammonium phosphate and a dispersing medium, having a pH value of 6-9 and containing the ammonium phosphate of 2.5-20 mol% to the metatitanic acid particles is provided.
