Zusammenfassung: | PROBLEM TO BE SOLVED: To provide a powder dispersion and a cosmetic in which interparticle coagulation of particulate powder is inhibited, the particulate powder is well dispersed in a dispersant, and UV screening abilities, especially UV-A screening abilities, are improved. SOLUTION: This powder dispersion is composed of: a dispersant; particulate powder and aggregate thereof dispersed in the dispersant; and a surfactant, where 65 wt.% or more of the particulate powder and the aggregate thereof have particle diameters in a range of 0.1-0.5 μm. Here, it is possible to use a silicone-based dispersant as the dispersant, hydrophobized particulate powder as the particulate powder, and a surfactant with 2-6 HLB as the surfactant. The particulate powder is preferably titanium oxide or zinc oxide, and the single particle diameter of the particulate powder is 0.0005-0.15 μm.
