Zusammenfassung: | PROBLEM TO BE SOLVED: To correctly record information to the effect that over-discharge has been detected in a secondary monitoring circuit even when over-discharge is detected and supply of a power supply voltage to the secondary battery monitoring circuit is interrupted in a protection circuit. SOLUTION: A protection monitoring circuit 101 includes a protection circuit 130 for detecting at least one of over-charge, over-discharge and over-current of a chargeable/dischargeable secondary battery 110 to exert on/off control of control transistors M11, M12, thereby protecting the secondary battery 110, and a secondary battery monitoring circuit 120 for detecting the status of the secondary battery 110. The protection circuit 130 allows a power supply voltage to be supplied to the secondary battery monitoring circuit 120 and, upon detecting an over-discharge of the secondary battery, inhibits the power supply voltage from being supplied to the secondary battery monitoring circuit 120 with a lapse of a predetermined time or after receiving a control signal for inhibiting the supply of the power supply voltage from the secondary battery monitoring circuit 120.
